- A respected civil engineer with a broad background in city planning, engineering and administration (retired 8/95).
- 42 years of municipal service in three South Bay communities, including 20 years as Director of Public Works for the City of Fremont.
- Past President of the 6,000-member San Francisco Section of the American Society of Civil Engineers (ASCE).
- A fourth-generation Californian, lifelong resident of the South and East Bay, and San Jose State University graduate.
- Active in his community, he is a member of the Fremont Kiwanis, the Fremont Chamber of Commerce, the Tri-City Ecology Center, the Museum of Local History, St. James Episcopal Church and many other groups and organizations.

- Chairperson of the Santa Clara County Liaison Committee, a committee of the board working on rail connections with Santa Clara County.
- Chairperson of the BART Warm Springs Policy Committee, a strategic planning group at work on the BART extension to Warm Springs.
- Chairperson of the BART Capitol Corridor Committee, which oversees management of the new Capitol Corridor inter-city rail service between Sacramento and San Jose.
- Vice Chairperson of the Board of Directors of the Capitol Corridor Joint Powers Board, the multi-county agency formed to provide Capitol Corridor rail service.
- Alternate BART Representative to Altamont Commuter Express, the new commuter rail service between Stockton and San Jose.
- Liaison to the Tri-City Transit Advisory Committee on South County transit issues.

Goals and Achievements
Reinvestments... Expanded Service... Safety and Security
- Complete the Revitalization of the existing BART system, including refurbishment of all 439 original BART cars and rehabilitation of stations including elevators and escalators.
- Expand BART System Capacity and Reliability through new technology, such as the Advanced Automatic Train Control program, and other initiatives.
- Continue to improve Safety and Security for BART patrons and employees through better station lighting, emergency call boxes and video surveillance cameras.
- Renew the BART commitment to the Warm Springs Extension; take the initiative on obtaining local and state funding for this first phase of bringing BART service to Silicon Valley.
- Improve Capital Corridor rail service to the Silicon Valley and promote transit integration in the South Bay.
